Introducción
Algunas personas se quejan de que otras no le hagan caso al ministro Salas de quedarse en casa y no salir. No siempre la población cumple con lo solicitado y menos cuando el gobierno no es transparente. La responsabilidad cae en el gobierno y además pierde credibilidad.
Inicio de la pandemia en Costa Rica
Al iniciar la pandemia, la Caja monta un hospital de 88 camas y el estado empieza a distribuir el bono Proteger, cosa que propagandiza por todos los medios. Además hacen una muy buena campaña epidemiológica, lo que ubica muy bien al país en el ámbito internacional y le ayuda a sostener su credibilidad. Estos pasos que da el estado no son gratis, deben pedir un préstamo de $500 millones ya que en teoría no hay recursos disponibles.
Pero, ya casi 2 meses y medio de aparecer la pandemia en Costa Rica, y el país presenta inmensos problemas en áreas claves como la seguridad alimentaria, el derecho al acceso al agua potable y las finanzas públicas. En general se agregarn otros grandes problemas, a saber: CCSS, contaminación, agroquímicos y transgénicos, dependencia de nuestro economía del exterior, el desempleo y las finanzas, incluída la corrupción.
Todo esto lo ve la ciudadanía en su que hacer diario, al notar el aumento de la diferenciación económico-social y el empobrecimiento generalizado de los sectores bajos de ingreso y algunos sectores medios. Y hasta el día de hoy, ni el gobierno, ni los sindicatos, ni los partidos políticos han planteado abiertamente el problema. Menos poder trazar una ruta de recuperación, con tantos actores involucrados. Todos están pensando en volver al mismo pasito, con algunas variaciones de índole sanitario. Ni el capital ni los sindicatos quieren aflojar y el gobierno es un monstruo con las manos amarradas.
La realidad de la pandemia en Costa Rica
La realidad es otra. Y aunque los dirigentes privados, algunos dirigentes sindicales/comunales y políticos todavía quieren seguir con el mismo pasito, marcado por los capitanes del neo-liberalismo y los capitanes de la revolución, la población busca otros caminos y la gente está abriendo los ojos, ya no cree en esos mensajes trillados. Más por necesidad que por ideología los ciudadanos se inquietan y esperan la solución a la pandemia económica que se viene. De seguro van a actuar cuando no se llenen sus expectativas.
Al tiempo que se contiene la pandemia, es urgente que el gobierno defina la ruta a seguir para enfrentar el golpe a la economía que se sentirá en los próximo meses. Aunque para eso tenga que ir contra los grandes intereses económicos. Debe encontrarse un punto de consenso con todos los actores involucrados.
Esta ruta que debemos seguir, pasa por una modificación estructural al país que le de prioridad a los productores, especialmente los agricultores, y al mercado interno. Estas reformas deben incluir la modernización del estado, la normalización de salarios públicos y pensiones, implantar un sistema impositivo en que cada uno pague de acuerdo a sus ingresos y utilidades, re-definición del turismo y facilidades para el empresario nacional.
Por no plantear una ruta para buscar una salida a la crisis socio-económica y política, y mucho más, el gobierno NO tiene CREDIBILIDAD ante la población.
